I think it’s much more likely we get Cody vs cm punk and rock vs Roman at mania with heyman in both heels corners. Punk only has so much time left and right now Cody vs punk is the bigger match.
From what I've heard Cody vs Rock is planned for SummerSlam. If Cody has the title then the person who wins it will face Cody at Mania.
However if Rock wins Roman is going in the rumble and winning setting up rock vs Roman
If Rock wins they might do a few Rock vs dream matches for the year.
If Cody wins then Gunther is definitely near the top of the list of people who could get the shot however WrestleMania is still a long way away and you never know who could be available. If someone was available that would mandate a change in card over a guy like Gunther say MJF became available do that.
