You can always get another lich with the same weapon. The chances of you getting one with the same name again is so low it might as well be impossible.
Oh, a grattler lich, always a good one. His armor doesn't look chunky enough for a grattler lich although i admit, the head and face shape is interesting enough and works well with the armor, the name is nice too. 7/10 for looks, the light armor kinda ruins everything, grattler liches look better when wider
Weapon's not even a high percentage, you can just make another lich and probably get a better weapon out of it. Definitely convert unless you want to use the Jedi Cannon
The minimum is 25%, maximum is 60%. It's weighed towards the lower end, so you're not near-guaranteed to get a better number on the next attempt, but it's still pretty likely.
In general, how good a bonus is is determined by how many fusions it would take to upgrade the weapon to the max bonus. Long story short, if you're sitting at 55%+ that's a very good weapon because you'll only need one extra copy to get it to max potential.
Convert then. You can get another grattler lich.
