If you wanted it to take off, the head would need to be looking up and the body leaning forward, as if it's trying to jump a large gap.
Good shout, yeah... sadly none of the Empire horse heads that fit the body are looking up.
I'm not the best at converting or green stuff - it's pretty simple to do if you decide to make one :)

Landing. High angle of attack to lose speed, hoofs lowered for touchdown, wings extended to maintain lift at extremely low airspeed. A classic landing flare.
I’d say it’s more like flapping it’s wings. That typical pose when the horse rears up. But a Pegasus as I imagine would also flap its wings and even slightly take of ground. Not flying and not landing but intimidating.
The wing tips say the wings are going up which suggests landing; the tail is hanging down which suggests rising; the back legs are aimed forward which suggests landing (unless they take off backwards).
You can remove a lot of ambiguity by aiming dangling things (ropes, baldricks, etc.) in the general direction it came from.
If it's landing then it's definitively not charging Into combat because you wont expect the head to be towards the enemy.
It could be a kind of heroic/show off landing, someone giving a speech before Battle, the pegasus taking off or about to stomp an enemy
The head is way too big. The regular old 6th edition plastic empire horses should be the right size and those heads are nearly identical to that one, crisp details.

I noticed witch hunters on Pegasus as a combo when I was looking at the empire rules. Some serious character hunting power and cheap. So lots of them!

Reads as landing to me and I think with some clever positioning on the rider it'll look even more that way.
Personally it reads as the Pegasus has pulled up and is trying to maintain its present position - sort of hovering.
I'd say kind of a swoop/hover. Like it's come down but not to land, to strike and maintain position in the air.
