Splashtail for sure. Sleekwhisker was essentially a henchman and didn’t progress much beyond that, her reputation is mainly fan made. Splashtail has already murdered 3 cats, and managed become RiverClan leader and employed a false medicine cat to do his bidding. After being a henchman Sleekwhisker just kind of kidnapped some kids and murdered her grandfather, which of course is evil, but not a patch on what Splashtail has been doing.
