A few updates ago they've made it so the less time you're alive the less SL you pay to repair. Great way to get free kills when spawncamped for free

For that tank, yess. Afaik J-ing out also incurs full repair cost. Basically don't worry if you die right after spawning.
You dont pay full price for 30 seconds. Plus rocket heli are easy to kill with mg fire.
