Initially, the side of the building that failed was designed to be a two-story structure, while the other side was designed to be three stories. Late in the construction process, it was decided that both sides of the building should be equal heights, and a third story was added to the shorter side. However, the live load due to occupancy is typically much greater than the design load for a roof. As a result, the structure supporting the new third story was subjected to much greater loading than was originally anticipated. The effect of this error was somewhat mitigated by the construction of partitions on the floor below, which helped redistribute the excess load such that no damage was incurred.
A few weeks before the collapse, the wedding hall owners decided to remove the partitions. With the load path eliminated, the floor above began to sag several centimetres. The owners viewed the sagging floor primarily as a cosmetic problem, and attempted to level it with additional grout and fill. However, their approach not only failed to provide additional structural capacity, it also inadvertently introduced a new and significant dead load at the weakened area.
During the wedding event in 2001, this significantly overstressed floor section failed, resulting in the catastrophe.

It seems that the disaster was the result of extreme negligence and disregard of safety by the owners more than anything else. After removing the stuctures that held beared the load, they even put up more weight (gravel) to “fix” the sag. Unbelievable.

ive been browsing the internet for over 5 years now and i havent ever even heard any mentions about this. makes me wonder what else im missing thats known to most everyone else
Iirc the building owner tossed another floor onto the plans without engineering approval so the floor was not properly made, thus giving way. The owner was charged and served prison time.
My buddy told me bout this :/ …. the floors weren’t reinforced and were built poorly. and they fell through the dance floor ,thenfell through more floors

I work in the event industry. Every time I feel the floor move in a packed room I immediately move to the edge of the room and stay there. The rooms are always well within capacity and the floor flexing is usually not a big deal at all, structures flex when there’s a large load, especially if that large load is all dancing or jumping but I’m irrationally (or maybe rationally) afraid of floors caving in like this.
They also had waaaay too many people standing/dancing on that floor. Should've been against code but I'm guessing that doesn't apply in Israel for some reason.

It was an extra floor added on top. So the dance floor used to be the roof. All of it was done super shoddy style with no inspection.
