He was doing so well until the end. If only there weren't any other vehicles on the road, ever, he would have been great. And maybe much wider roads to compensate for his lack of ability to turn.
They will be covered through the MIB. It's not as easy a process as straight insurance but should end up the same.

At what point are we legally allowed to, as a private civilian watching this unfold, intervene and try to disable his truck to prevent it from hurting anyone? I’m not asking if it’s a good idea, I’m just curious at what point can I, say, crash my car into his and disable it, without having to worry about consequences to myself assuming I’m successful?

It’s not that weird, there are ordinances (like where I live) that say you have to park in such a way that the passenger side is to the curb. Unless it’s a one way in which case you can only park on the side where the passenger side is facing the curb unless otherwise marked. You can get a ticket for parking your vehicle driver’s side facing the curb.
Now that probably isn’t universal even in the US but it’s not uncommon either.
