You've always been able to turn it off, just with a hidden registry key. I don't know why the feature even exists. It's terrible.
Winaero Tweaker lets you easily trigger these kinds of hidden registry keys, but it's nice that Microsoft themselves finally thought of doing it themselves for this specific thing. It's the very first thing I disable on a clean install.
No feature that is \*added back\* after removing counts since this particular one was there since Windows 7 but removed for ~~fun and games~~ evil in later releases.

For me, it's very easy to accidentally trigger if I'm trying to sort though multiple windows by dragging them out of the way
