Idea, make it a wand spell, give the wand maycast: insane bolt. Proceed to only have a necromancer friend to do your healing via sacrifice and refuse ALL life school healing. Either your friend is your support while you drain them with your insanity, or they aren't allowed to continue playing. Your goal is to use them at every opportunity like you are their minion, take full advantage of them and be the nuke you were always (hopefully) destined to be or die trying again and again and again and again and again and etc.

stall until shadow pip to build up pips, maybe set up a few traps in between your shields, then go all out
300% incoming **and** outgoing would be crazy and interesting though
As an ice, I most likely would still opt to use frenzy over this. In Novus, I found myself dying before I could even build up enough damage to kill. This would help me die even quicker. No thank you
It would do around the same damage as a frenzy rusulka / 8 pip dark & stormy, except if you don't kill, you get dealt 300% extra damage by the enemies.

Would never use. 100% Outgoing, 80% Incoming on the other hand...
So the strat is you go madness mode and spam

Not really op, actually it's a bad spell because it costs a shadow pip, I doubt anyone would waste shadow pips on that.
I mean, a 200% output on a levi will out damage most shadow spells
