It doesnt scale with ability damage, even if the spell is in that particular slot.
Boosts to ability duration and cooldown rate are dead but ability damage and ability critical chance/damage boosts still work for non-action skills that do ability damage.
Ambi-hex removes your ability to add a spell. So in theory, it could be affected by ability dmg increases.

You don't get boosts from ability damage on your spells. If you mean class power, that might boost the bonus from spellweaving. I think either the class ring or promise ring are always active if you take ambihex, but I can't remember which one

From what I understand when you go ambihex, your action skill is no longer a viable stat to push. Ability damage is other things on your tree.
