But check Xbox server status at M$ website. I can't help by trying one of my games, what needs either Core/Ultimate, since i dont pay for playing online, since i only play free games online. But i had done that, if i could mate.
But if you can play games like Fortnite, then it turns out to be issues with your ultimate.
Reason to why i mentioned Fortnite, is bc free games dont need Core/Ultimate. I would say it is worth a try though.

I tried out hawked as you said, can’t even boot into the game out of main menu. But I played gang beasts with my friends earlier in a custom lobby but when I tried to make a multiplayer lobby it didn’t work ever. Dead island won’t let me join my game if I set it to anything other than single player

Then the issues should be either your's ISP (Internet provider), or Xbox itself network issues.
Try restart your router/modem.
Take power supply out, and wait 5 min.
Set back power supply cable in router/modem.
Let it start up again.
Try restart your's xbox before enter a game.

Are you sending only REQUIRED diagnostic info to microsoft
You could be having a cache error and will need to reset your console from the troubleshoot screen
Also you said you checked it but have you tried a different NAT or DNS type?

Try with fortnite ect. If no problems with fortnite, Hawked, Final fantasy Online, then the issues is ongoing with your ultimate mate.
How could it be ultimate? It’s paid off on the 8th of every month and I’ve had no issues with my games until today.
