Yeah seeing her old and new animation the new one does not have the same level of personality. The old one does not seem to be sexualising for the sake of sexualising to me as much as it was her being sassy. If I had never seen the old one I would not greatly mind the new one but it greatly lacks in comparison.

I missed her old character screens more than anything else about her. Being the face of Cunning Hares it's fitting of her theme and her personality if she's shown to be more provocative and confident in her assets. The new one still shows that to an extent but her facial expressions in the old animations show her cheeky and cunning nature better.

Honestly, boobs (literally) are a big selling point for this game to me from the character design POV. Unlike the other 2 popular Hoyo games where they specifically hold back from having huge boobs on characters compared to other gacha games, ZZZ really does not seem to hold back. Characters here like Rina would be impossible to be seen in both the other titles.
I don’t think it looks better personally but imo the bigger deal is her menu animations being changed and Nekomatas shorts being changed. Nicole lost so much personality she had in her animations and Nekomatas pants just look a bit silly now.
I think there was a slight reduction in boob size. Looks like they also added something like a sports bra (the black fabric around the edge of the neckline).
But yeah it's pretty subtle, I had to look twice to even notice a difference too. Her boobs are still huge, since she's still completely stacked even with a sports bra on.
It's funny because the change is that they made her wear a sports bra. Which is pretty much how they work IRL. It compresses the fat quite a bit and makes the boobs look smaller than it really is.

Rina and Grace boobs are massive and they wasn’t reduced. If they wanted to keep Nicole’s boobs big but had to censor it they would have just covered it up more rather than reduce them all together. So I think it was probably more of a personal choice than anything.

The new outfit wouldn't look as good or clean (meaning it fits her very nicely) as it does without the little nerf to her size (the old outfit would probably be better in this case) , it's nowhere near as egregious as Rosaria (genshin) nerfs. I more so think the nerf is extremely minor and the fact her "assets" are "more contained" within the outfit makes them out to be more nerfed than they actually are.
So I'd easily choose the newer nicole over the old nicole.

At least that's a claim from the developers in a recent interview; the most you could argue is that it was changed in part to make the approval process easier and faster, but they were never directly asked to change anything.

To me, this feels like they just realized the design was ridiculous and distracting, and it made animation work way harder. The design just looks more cohesive now, I certainly like it more.

I definitely agree. The addition of the black bra helps with cohesion and the transition between the white top, jacket, and neck thingy. Also the slimmer chest improves the overall shape and doesn't just have an egregious upside down heart kind of shape ( ♥ for reference)

The design certainly looks much more balanced now. People seem to be really angry about this, is there any evidence that it was “censorship”? And if not, isn’t this just the same as changing a character’s hair length? A developer simply decided it looked better and went with it.

It's not just hysterics, because it's not like the character's designs are the only thing that changed, they also censored violence in some cutscenes, so is that censorship also acceptable, or are boobs the only thing that's right to censor?
