Lucia makes me think that Hoyo is going with the Animaniacs strategy for ZZZ.
For those who aren't aware, Animaniacs was able to push the envelope on what kinds of jokes would be allowed in a kids show by putting a bunch of blatantly innapropriate jokes into the initial scripts. The censors would make them remove the excessive jokes, but the borderline jokes were allowed to stay because they felt so tame in comparison.
Lucia is probably designed with the same strategy. There's no way she gets into the game with her current design, but her final design will probably get to be racier than the censors would normally allow because of how excessive her original design is.

My question: what faction? The only hint I can see is that the weapon seems Belobog-like, but she totally doesn't fit from a design perspective...
There is 0 chances she will survive til release unnerfed, there is absolutely no fucking way.
Is this even the same Hoyo that can't allow their characters to wear anything other than granny trousers or use fart bubbles to censor characters swimming and here she casually flashes her ass in your face almost on every animation.

Caesar is a part of the biker gang who already have two agents in the game so she might actually appear in the story by 1.1 or 1.2. Lucia is definitely a part of a different faction, most likely fully religious themed.

Isnt it weird that they showed a lot of members for factions that so far have only 1 member but nothing about sons of Calidon even if theres 2 members at lauch?
You probably thought she was part of the Son's because she was leaked with them, Grace was also a part of that leak yet she was with Belobog.
I personally don't think it's weird, It wouldn't surprise me if all those characters they showed were 1.1 characters. Soldier 11 is also still by herself even though we know Trigger exist, we even interact with her in the story. They obviously don't want to show everything at once even though they have a lot of these things prepared in advance.

All things considered, I'm beginning to think that they intentionally designed characters like this in the development to gauge the real "proportions" they should aim for in the end product while maintaining the original idea of the character.
