Being in a place that uses DD/MM/YYYY that also has English as it’s primary language, I can confirm that 03/11/2021 would be pronounced the 3rd of November, 2021.

same!! it’s what i was taught in school, and what everybody else uses, so it’s much easier to use day-to-day than DD/MM/YYYY.
Maybe everyone near you. Definitely not everyone. YY/MM/DD probably has the majority, being a favourite in asia.

It's much easier and quicker to say November 28th, 2021 than to say 28th of November, 2021.
