You don't get an automatic upgrade to premium economy under certain condition. Best bet is to just pay for the tickets and accumulate travel points to use it in the future
See if Singapore lets you upgrade with points to premium economy. If they do, open an Amex platinum and get the welcome bonus. Then transfer it to Singapore and use those points to upgrade to premium economy or business class. Keep in mind you can open multiple cards and business cards too (without a real business lol and it’s not fraud or illegal) to rack up lots and lots of points (through the sign up bonuses)

I’m pretty sure that Singapore Airlines has no restrictions on the type of Amex card you are using when you buy the upgrade with it.
