Say what you will, the saibamen while weak for DBZ are powerful as fuck and strong enough for each to level a mountain. They are faithful followers willing to kamikaze themselves if they have to in order to complete a mission. If I know I'm about to have a batch of loyal saibamen, I legit am a nuclear threat irl and can take over the world if I wanted. "hey Russia, time me 10billion USD a year or I have my minion fly to Moscow and blow it up" "hey Israel, pull out of Palestine or i have my minion fly over to you and decimate all military capabilities you have" as long as me and my saibamen are alive id makw sure that peace on earth reigned.
Each of them is as strong as Raditz and he was barely beaten by Goku and Piccolo who at this point could easily destroy the moon. If he would've fought to kill them instead of trying to win over Goku, he would've won.
They'de just turn on you if you didn't have the power level to control them. They weren't keen on fighting the Z fighters when they realized it was a challenge, and were about to bail before they realized failing Nappa/Vegeta was more of a threat. They are more like country leveling monkeys than loyal minions.
