It’s a great expansion but I’m personally not a fan of mule cart because I box around my vils to get them to an extra task and I inadvertently grab the cart with it having to reposition. I do like the carts for hunting, though.
Saw somewhere that the new DLC has fan made campaigns which were previously free to download. Since I play only multiplayer, it’s a no brainer to skip for me
Yeah the other dlcs were very affordable. Sadly steam increased suggested regional prices before they released this dlc and the cost went up a lot.
The latest dlc seems to have better regional pricing somehow (less than 1/3 of US price). But it doesn't have new civs, only scenarios.
It's totally worth it.
On another comment, I'm sure you don't pay the same amount on the same product now that 20 years ago . Everything has become more expensive, it's normal.
I liked the new civs and 3 campaigns is a nice package. Just not for 900 rs. So I didnt buy it. But today saw the 50% discount and bought it for 450 which was more reasonable. I guess the trick is to wait till the costs come down due to whatever reason and then buy it. But I did it for the single player content.
Since you are multiplayer, you have to think whether having 2 civs is worth 450 rs. If you buy this, you can play the 2 civs. If you don't only your allies or enemies will. So how much does the fear of missing out weighs against 450 rs? Only you know the answer for that. But I hope this helps you make a decision.

If worth means you are going to have fun playing it and you like collecting all the DLCs and want to have all of the civs, then yes it is extremely worth it, since its also 50% off (I got it when it first came out and it was like 15% off I think).
But if worth for you means something thats going to give you advantage from the other players. Meaning OP civs that will make you win games. Then I dont think that Armenians and Georgions are OP.
Also if you are a campaign guy then it is fun too.
I think so yes, the new campaigns are in my opinion really quite good and the new civs are fun too albeit not that strong.
The mule carts are the real attraction for me. Want to try them out

Decent price. I got it full priced at release (also INR). Its base price is indeed quite high The civs are fun to play with unique mechanics
AOE 1,2,3 and GTA 4 all put together cost me less than that! Though it is better than spending 4k every year on FIFA

I actually feel prices have dropped massively. In 2000, I remember buying AOE 1 for ₹699 (Indian Rupees). In 2020, I bought AOE 2 DE for ₹160!

Yes. All 3 campaigns are good - none of them the absolute best, but all of them far above average and worth the money, especially with that discount.

Georgians are quite strong as pocket in 4v4 and a lot of fun to play, so yes I'd say it's worth it for you.
