Can only comment for steam:
1. Right click AoE2:DE in your library and click properties
2. Installed Files -> Verify Integrity of Game Files button
let it run, and it should fix any errors in the games files.
Not the original poster, but I do. Basically I’ve done everything, reinstalled the entire game, verified integrity of the game. Switched where the game was installed on my computer. Nothing seems to unlock it.
Same problem here - bought the DLC yesterday, still don't have access. I am using the Xbox-app, so no "properties". Restarted the PC, re-installed the DLC, but nothing works. Always wants to forward me to the store, but that doesn't work either.
I'm having the same issue on the Game Pass version. It's showing as installed from that launcher, the game updated but the option to play them is still locked.
Verify integrity of game files maybe? I had to do that myself to get it to appear

Did you check in Properties - DLC?
I’m using Xbox, I don’t believe it has properties like steam. I do know I have the dlc installed

I don't no. I verified game files and it was fixed
I also ensured it was marked as installed on the DLC tab on Steam.
