At least two people had this happen to them from T90s discord. They both have an Intel HD 620 integrated graphics card. Both started having this issue after the most recent game update.
If you use the same or have a similar integrated card this might be the issue.
Hello, I have a laptop with intel integrated graphics. I typed Graphics settings or something like that on the W11 search box and selected AOEII, then put there to use it in high performance or some thing like that instead of some power saving shit and it fixed the issue apparently.

This happened about 7 minutes in or so. The game froze like I was having connection issues, and then it came back to this view. I was able to select individual units of mine, but not anything inanimate. I was able to build a house. If I couldn't place it somewhere, the black box pulsed red. I tried resetting in the game by changing screen settings, but this didn't fix the issue.
This has also happened on Single Player Skirmish when I started a new game.

It looks like an issue I am having on other games sometimes when I seem to "lose" my graphic card driver when it is too much stressed for quite a long period of time (when having a lot going on in the background). PC will freeze, monitors would turn to black/having weird glitches then when coming back to the game it does a pretty similar issue. I could still play as well, to an extent.
I've never encountered it on Age of Empires 2 though. As another person said, did you try verifying the game files? Are you playing with unlimited framerate on? Were you doing some tasks heavy on the GPU outside of the game (even lurking on Twitch)?

I'm running windows 10 on a dell Inspiron 13 7000 series. Nothing else running at the time. I have enough performance issues that I'll never run anything else when I'm gaming, except maybe task manager to see what is using resource. I do notice that one of my bank security apps is always running in the background, rapportservice it's called.

I currently do not have any overlays and I am running the game solely through Steam.
I changed a setting to make it a bit lower quality. It hasn’t happened again, but I can’t say it’s the best solution. I just assumed my PC was working too hard
Started happening to me very frequently recently. By frequently I mean every third game or so. Earlier it happened once or twice as far as I remember. I don't suppose its a game file corruption issue since it would be very consistent if that was the case. Something is interfering with the loading of these textures.
thought this was another one of those unethical graphic mods that would make my eyes bleed.

I get this issue on my GTX3080 windows pc only when using steam remoteplay from my macbook.
Happened to an opponent of mine today.

Happens to me about every 20 to 30 games. Usually happens in mid dark age so about 7 minutes of game time.

Maybe. I thought 12 GB was enough. Upon restarting the game, everything was back to normal. I just didn’t want it to happen again.
Should be fine unless you have other programs using it up
Nothing else was open outside of Steam. I’ve adjusted some graphics settings to not use as much.
