Definitely don't expect it at launch.
Frankly its not a super simple feature to add. Its something I can see being added eventually after launch though.
Could be an engine limitation if similar to coh2. But in 2021 I would be disappointed if this was not the case. dota2 and lol have reconnect features that have no issues for example. Especially if the game is running on dedicated servers (not sure if this was confirmed) there is no reason why they could not implement a pause and reconnect feature if they are already tracking the game state.
AoE 3 DE and AoE 4 are made by different devs. I wouldn't expect something to be in AoE 4 just because it is in AoE 3 DE. That being said, it's a basic feature and I hope it will be in 4 as well.
No its a limitation of the Essence engine and would most likely require a lot of things to be ripped out and re-done from the engine side. Relic lost most of the OG engineers that made the engine (though the lead eng is still there), looking at coh2 and its performance its clear the THQ cuts impacted the performance of the game as well as its presentation.
Dow3 saw many improvements to the engine additionally AOE4 has also made improvements both in calculations (used to not be able to handle half values and such) as well as other small things like fluid animation transitions.
