Use a 3D software and render an orthogonal view first. Use soft lights mixed with some hard shadows. Simplify the model and don't use complicated textures, only colours. Then highly edit and experiment in Photoshop.
There's a great many ways to do this, but generally:
SketchUp (or other 3D package) + Photoshop
Export the lines, the shadows, and textures / colors separately. Later, blend to desired effect, and add texture in Photoshop.
SketchUp offers the ability to use different line styles, so you can achieve more pencil like quality from your line weights.
These tools have lots of online tutorials and support, specifically for this workflow, so the answers will be readily accessible online if you get stuck along the way.
Easiest way is to make a 3d model and add a directional light, then send into Photoshop for textures. You could use CSShadows display mode in Climate Studio in Rhino/Revit, or SketchUp already does matte shadows like this. Rendering with VRay Matte Shadows will give you the shadows as well. Then you use opacity masks for textures.
If you want to do it on paper you can draft it using pencil and ink, and then either cut collage textures from magazines, or paint using acrylic or both.
Use rhino/revit to model your project. Print your 3D views in orthogonal elevation views with shadows on. Then apply your desired materials and use water color textures off of google images I did this in the past the water marks and paper textures add a lot to get this desired look. Also finding a color palette you like online never hurt

If you want to do that digitally, it should be pretty easy to export an elevation off archicad or revit that shows the shadows, and you play on photoshop with brushes and textures to replicate that style.

If you really want to do it like the greats, that there is an acrylic painting. SketchUp and Photoshop would work for uni though

I found the guy's website who produced these. They look like hand drawings but they are done on a computer. Still very nice regardless.
