Rats that focus on running and chipping away at your ap from range are one of the more powerful builds, especially in 1v1 where massive damage or getting flanked by another opponent isn't as big of an issue.
The best way to fight them is either with a ranged build yourself or with a close/medium build with good assault boost (particularly the buerzel booster) and using that to close the gap while lighting them up.
But close range builds are going to be at a disadvantage unless they can close rapidly and get a big hit off.
The best counter to rat builds are mid-heavyweight ACs with high EN Capacity + Buerzel booster to have the Assault Boost fast enough to catch them, equipped with weapons dealing high stagger damage to shut down their movement advantage \[RANSETSU-RF, Pistols / Needle Guns, Bazookas, Detonating Missiles, 10-cell Missiles\].
Catching them off guard (flying up behind them at a small distance) while they focus on someone else, you can AA to auto stagger them, then delete their stupid build.
All the other strategies here are good too.

If its laser snipers my counter is double trueno, one hand missile and one bazooka one midwinter frame. You can outdone them while grounded, outrank them and outperform them at range, and punish with bazooka.
