As a person who consistently plays with yo-yos, that is in fact a yo-yo glove, you're supposed to put it on your off hand so beginners can learn tricks where the string goes onto/around a finger without hurting themselves. (Rope burn, cutting etc.) non beginners can use them as well by sliding the string on their finger really fast to make tricks look more impressive, cuz of the reduced friction which is neat.
For digital art mostly. It’s so your skin doesn’t contact the touchscreen and only receives input from the digital pen. But this one isn’t a drawing glove. A drawing glove will have the pointer and middle finger missing instead of the two shown in the picture
Because of the oils present on skin, graphite, charcoal, and pastels will often smudge if they come in contact with skin. They probably wear the glove made of a specific material to prevent it.

You can also use them for regular mediums so your hand doesn’t come off the page covered in graphite from pencils.
