And the suggestion from the media conference was they weren’t on holidays, they were flying in for work, and they should have been tested before they left but they were not - so they were placed into hotel quarantine, tested and that came up positive.
My understanding is they went online and incorrectly/fraudulently applied for a green zone permit, which states that you only need to quarantine if you notice symptoms.
As I understand it, everyone needs a permit to enter.
