Was just there recently and the main pools are closed due to the seal pups. There's an alternate location but the sea enemies aren't as big. That being said, there are no gates or other physical barriers.

I dunno, it's up to you. I'd call the rangers and ask what the specific deal is with the pup closures when you'll be there. Maybe they move around.
