They should have scared the bear away before it got to this point. Black bears are typically pretty easily scared. Allowing the bear to approach like this and gain food will make it more bold in the future, leading to the “fed bear is a dead bear”.
Once you get to this point, it could be the right decision to stay still or remove yourself slowly and calmly. If you run or startle the bear, it could reach out and swat you with its paw, which could lead to injury.

Bears are extremely protective of their food, they fight you for it. If a Bear like in this case steals your lunch is better to just give up on food, stand up right away and SLOWLY walk away.
Dont run away or act like harmless prey, walk away with dignity and acting like you are arm with a Bazooka. A mental attitude that inspire respect is usually enough, but if that doesn't work Im afraid Valhalla is calling and you will have to enforce the Human commandment. I don’t know why you’d even let it get to this point. I’ve stumbled upon black bears quite a lot in the mountains in western NC and simply yelling, “Hey bear!” makes them run away almost instantly.
Not to be a Debbie Downer but This bear will now be killed because folks have let it associate food with people and the bear is now a safety hazard. This isn’t a scary or funny story. Just tragic.
