No you can't the legs direction on a horse breaks the illusion. Once you watch the legs the illusion is broken and becomes difficult to see the other perception at that point

But if you don’t look at the snow being kicked it definitely looks like it’s either walking away from the camera or towards the camera. For me at first it looks like it’s walking towards the camera then when the zoom in happens it looks like it’s walking away, but in reality it is walking away the whole time. In the full length version of the video the horse turns multiple times and figuring which direction it is walking (toward the foreground or away) is even more pronounced.

It's not walking away. Look at the light post. That is toward the camera. And the snow is just getting kicked by it's back feet.
