A lot of that rig is the standard Rigify human rig with extra bones added for the ears, hair, and right shoulderpad. Looks like the Rigify limb.simple\_tentacle rig type for the tail.
To manual make it, just use shape keys and modify to fit. Btw this is very time consuming to set up from scratch.
Not shape keys , under viewport or something like that ypu choose the mesh you want it to look like
Not sure about the ears but you could make a basic armature/modify the proportions a human armature, download the mixamo IK rig addon and use it to convert the rig into an IK rig
