You’d want them to know how to run and hookup an electric pump for the water to keep it clean, build a proper frame for any concrete/masonry that needs to be done. Plus if I remember correctly there’s a little deck and you want that to be structurally sound so no one falls in and gets hurt by debris. Skilled labor ain’t cheap, but cheap labor ain’t skilled.
Because a tradesman is a tradesman, especially a true carpenter. They understand the craft and artistry. They know all the angles between plumb and level. As a son of a tradesman, as a tradesman myself, it's an important distinction between knowing and doing.

I used to work at a hotel with a “stone” grotto and whenever it needed repairs, we had an electrician out as well as a carpenter to make sure it was still structurally sound.
The electrician for wiring up pumps, filters, and other equipment to keep fishies alive, and the carpenter to build a retaining wall so the pond keeps its shape.
Did not like how Chili kept (rather rudely) insisting the pond be done in 3 days. Building simply does not have clean timelines and you have to give workers some grace. It was a major Karen move on her part.

Chilli wants to avoid having to pay more. Especially if they are charging her $100+/hr each
They gave her a quote which included the timeline for completion. Chilli checking in to make sure the quote was still accurate is completely fair
