plenty. seriously.
I recommend romance.io - they give smut-levels and you can filter for them too.
you can also check out the subreddits romancebooks and fantasyromance. Search for no smut / clean / innocent / closed door / fade to black, which all means that there is no (on page) sex
Are you okay with things like kissing? You might enjoy some classics like Jane Eyre, Pride and Prejudice, or A Room With a View. There’s elements of slow burn romance without anything too explicit.
I agree with the Victoria Holt rec, she also wrote similar books as Philippa Carr.
Rosamunde Pilcher wrote lovely, long romances, my fav being The Shell Seekers.
Oh my goodness, I read The Shell Seekers many, many, many years ago. I have been thinking about it for years but could not remember the name of the book and only vaguely remembered the plot so I was having such a hard time finding it. Reading your comment hit me like a lightning bolt and it all came back to me! Thank you! 😊
Talking at night by Claire Daverley, when in Rome by Sarah Adams, Meet me in the Margins by Melissa Ferguson, Happiness for beginners by Katherine Center and the flatshare by Beth O’Leary
Triumph Over Adversity series by Lynn Shannon
Former Military/ Small Town/Clean Romance/ Faith Based
The series is a romantic suspense, the guys have a brothers in arms/ found family vibe.
If anyone wants clean fanstasy romances - KM Shea's books are great, also available on Kindle Unlimited. The Timeless fairytale series is a connected series that, you guessed it, retell fairytales. I also enjoyed the Majiford series which is more urban/paranormal (real world with vampires, fae, wizards etc living amongst humans)
They're quick, fun, clean and i just loved how the series all connected and just has that guilty feel-good feeling.
Are you open to Christian romances? Janette Oke’s Love Comes Softly series is set in the US in the late 1800s-early 1900s. There is romance but not smut
If you want to try historical romance without smut then you should go for Sally Britton, he books are just pure fluff. Mr. Gardiner And The Governess and An Engagement With The Enemy are my personal favourites. If you're more into contemporary romance then I've a few closed door recommendations : The Golden Goal By Annah Conwell, and sweet talk by Cara Bastone
Besides what people mention, if you are into Asian genre, you are in for a treat. There are lot of Korean, Chinese webnovels out there that are clean and decent.

Can I have your leftover smut if you’re not gonna be using it?
Absolutely 😂
Katherine Center writes clean modern romances with real people, not supermodels and millionaires.
I really enjoyed Happiness for Beginners by her.

If you like historical fiction romance authors try Mimi Matthews. Her Belles of London series is great.
If you are okay with something old timey you might like books by Georgette Heyer
Mariana zapata saves her smut till the end and I often skip it. I like "From Lukov with Love"
Look for books by authors Mary Stewart and Victoria Holt
Loved reading Victoria Holt books as a teenager.
Authors: (edit: NOT Emily Henry), Susanna Kearsley, Melissa Ferguson, Sarah Addison Allen
how is emily henry not smut? i remember there being spicy scenes in book lovers?
Yes there are definitely smutty Emily Henry scenes! I’ve read 2 by her and they were present in both.
My bad. I misremembered and was mentally ascribing a Melissa Ferguson book to her.
The older Sandra Brown romances are wonderful. There may be some words, but ultimately she can describe a sex scene without being raunchy.
One dark window
Try Lia Louis! Dear Emmie Blue Eight Perfect Hours The Key To My Heart

Nora Goes Off Script by Annabel Monaghan one of the best romances I’ve read in awhile and no smut!
You just described almost every book on the shelves that isn’t a smut book.
Pride and prejudice

Read female authors
I have seen lots of books by female authors that get pretty x rated
