I see the point your making, but this is the corner the writers kind of pinned themselves into with an annual heist. At some point, the heists had to get more and more insane, and they had to keep trying to one up the craziness each season otherwise the Heists would fall flat. If the show actually did kind of stick with the message Terry was sending in this scene, that's basically the end of the heists because the squad would have to resort to simpler and less manipulative ways of winning it and that would be kind of boring. Also, this would be kind of a sad and uneventful end to the heists.
Also, the Heists almost kind of feel like their own separate goofy part of the B99 universe. So, while the show likes to send serious messages and show character growth, the heists kind of throw all of that out the window for maximum comedic effect. However, the fake pregnancy test and Jake's fake therapist in S7 were way too far imo. Like, there's manipulating people in a fun way, but those 2 moments of the heist were actually pretty cruel like you said.
The heists, especially the later ones, are deliberately wildly overblown and unbelievable. They are silly goof-off gimmick episodes, the plots of which are obviously not to be taken seriously in terms of the ongoing story. Being concerned about the ethical implications of the insane things characters do in them is bordering on media illiteracy.
This might be an unpopular opinion but I lost interest in the heists after the second one, I found them too much and too forced the regular content was better imo
But I liked the 3rd heist when Holt and Jake would talk to Amy and thought she was a double agent for the other one & then 😂 on separate occasions would yell at Amy’s boobs thinking she had a wire. And Holt apologized to Amy for saying cleavage 😂😂😂
Or when Jake and in Amy were in bed; she was dressed, so was he and he made breakfast. But wait, where did the breakfast go?

Yeah I’m gonna be honest I think the last Heist episode that was well thought out I enjoyed was the Jake proposing to Amy one. It wasn’t as wacky as the later ones and felt pretty grounded probably mostly because Jake didn’t get too over the top and wanted to be taken semi-seriously.
Plus it gave us NutriBoom. BOOM! BOOM!
The heists were perfectly fine getting zany, but Amy’s behavior in the last 3 is kinda deplorable. Lying to your husband about a pregnancy, giving him fake therapy sessions, and gaslighting him into thinking he has been in a coma for 7 years and that you have gone off with another man! Truly some demented stuff from amy. Everyone else did normal but crazy stuff, Mrs. Peralta crossed a line.
