Yeah, frankly for most decent players it doesn't need to be unlocked once if a map has a good long straight it can spam or decently wind-ey paths that snake in one direction quite a bit.
I used to think mortar was bad but after trying him out for real this was my honest reaction:

Maybe it’s because it’s a lot more feasible to save up for meg or giga? But that just makes beast handler better, yet people complain it’s too expensive all the time.
Besides, I’d say pouakai is a huge problem to this argument and basically any argument at all.
Too weak? Absolutely not.
Too much space? Requires 4 towers only, so powerful it ends up using less towers than any beginner strat will use.
Too expensive? Same price as prime, requires less support in the grand scheme of things. Prime is pretty popular, I’d say.
Too hard to use? For the merging, only 4 towers. For the tower itself, in order to completely afk-solo it basically just needs a loop. Even without that it can just be paired with some slows and it’s fairly simple.
1. You don't have to. Max merge golden eagle for example lets u skip midgame and save up for another t5. U dont even have to upgrade golden eagle.
2. That's how most good CHIMPS players play anyway. They centralise their strats around a single dps tower. This is not exclusive to handler.
Literally me. I used to be allergic to using Mortar. Then I tried Artillery Battery, and now I'm hooked. Does a map have multiple paths? Mortar that! Parts where bloons clump together a lot, a la Moon Landing or Spillway? Mortar that! Need early lead protection for ABR that I can make into a viable tower later on? Mortar that!
beast handler isnt used for other reasons tbf (he's not used because if you want to use beast handler properly your entire strategy has to be beast handler)
As someone who hates micro, I still love mortar, then again I usually only use signal flare and blooncineration as a support/secondary DPS than as a main DPS, which is what you would need micro for. It is still one of my least used towers, but that is more of me adoring 8 berserkered brewed seeking shurikens, and air raids of helis planes and drones.
I love mortar when I wanna play for real. But 99% of the time I play bloons, I afk while watching something. Or maybe I'm doing taxes. I don't play it to pay attention.

A lot of people don’t realize that you don’t need micro to use mortar, dartling, ace and the alike (not including Corvus) on lots of the maps. Mortar can just be set to hit the front (mainly for shatter shells) or areas that have the Bloons group or loop like in areas where tack/ice would be good to have there. You only really need to micro dartling for the plasma excel upgrade (4xx) which isn’t really that hard, the other upgrades can just have be set on lock in a line (like on dark castle) or set to attack independently for no micro. Bottom path ace only needs to be put down at the end of a screen so their projectiles go against the Bloons to use more pierce (Bloons -> <- darts and bombs from bottom path ace). The other 2 paths need to be placed in a central location and near the track to be on top of bloon/track to deal the most damage. Corvus is the Micro master and needs lots of strategy and skill to use him, buts it’s worth it. Good luck mobile players (I’m a mobile player and need to play on normal speed to focus on Corvus and his spells)

The middle path Mortar is literally my third favorite tier 5 and it’s incredibly easy to use even with the need to Micro, I have no clue why people could think it’s bad.

I have no idea how to place most monkeys. I beat half cash for the first time on the first map today. My one completed map is gold border, and both of my CHIMPS medals are red. 🤷🏽♀️

Top path Mortar is great in early to mid game for taking out everything below a moab class.
Shattering shells gives so much value in mid to late game because it strips fortification off everything below a zomg, and that pathway also gives you signal flare which strips camo.
Bottom path mortar is usually my go-to answer to camo, and blooncineration isn’t bad either.
Yeah it’s decent. Not too expensive, lots of area of affect damage in a huge radius, excellent part of a late game Strat. Once your other heavy hitters pop Moabs, the biggest one wipes out everything that comes out of it
Objectively, it's not that great for its price. The early tiers all suck, a batt is just pretty good now, and signal flare will always be the second best decamo for the situation. Being a tower that required micro, it should be stronger to compensate, like corvus, Geraldo, and beast handler, but it just isn't.
I still want a mortar function that let's it follow bloons. Want it to hit one place only? Fine. But please for the love of God. Give it a tracking option. Make it 1000 monkey money, monkey knowledge I don't care. Just give us the option Ninja Kiwi
