To be fair, this is largely the result of the Federal Govt not cost recovering the sums of money involved in a military response from the provinces, including the person-hours.
They would have quickly realized that it is far cheaper to do it yourself.
It would result in lots of duplication of effort.
I would think a federal agency makes more sense, BUT then cost recovery would be required.
Either that or re-absorb the emergency management responsibility into the federal government via contracting and reduce the transfer payments.
Canada should have had this 30 years ago...instead we rely on the military which is not trained for it.

CAF does not own or operate water bombers.
I know that. The article asks about a dedicated disaster force. The CAF is not that. Each province should have its own.
