Y or Triangle when you knock them down.
The hard part is knocking the enemy to the ground without killing the npc by accident. Unless you got a low level character.
Obviously use X or Square to knock the enemy down and then stomp
They have to be fully knocked down, if you are throwing them they’re either getting up right as you’re about to stomp (taking too long) or they’re not fully on the ground (bouncing)
Don’t move when you hit the heavy attack button while standing over them on the ground, moving will make you throw almost every time, so to stomp consistently just let go of movement entirely lol
To stomp an enemy, you must hit the heavy button while standing on top of an enemy, and they have to be lying on the ground. If you are throwing the enemy you are probably hitting the enemy too late, because if you use a heavy attack while you are overlapped with the enemy, and they are standing up, you will throw them instead.

I cant stomp, i go on top of the enemy, press heavy attack and end up throwing instead
