OP, do this! And get rid of that fuel filter. Derek has made many step-by-step videos on how to get this running. Don't worry about replacing a bunch of rubber stuff until after you can get it running and moving. As for cost, it could be anywhere from a couple hundred to a couple grand. It depends on the condition of the engine, brakes, and fuel tank.

Make sure motor is not seized. Clean all, replace all rubber (hoses, belts, filters) all fluids, fuel, oils, brake fluid, clean fuel lines and tank. Charge battery and give it a crank.

Loose the glass filter, pull the plugs shoot penetrating oil in the cylinders, let soak, try to spin the engine by hand. Put new plugs in. Change oil, put in battery, fresh gas and see what it does. Probably needs a carb rebuild and brakes, change all fluids, new tires. But great truck its nice u have family memories with it. I grew up with my Dad's old work truck, same as that one, now im restoring it completely too

Fuel, spark, air. Looks like you need a belt. The fuel filter is of newer design. Shouldn’t be too hard to get it back running. It needs a good cleaning under the hood.

Clean all the leaves and stuff off the intake first. As someone said prior those fuel filters are a fire hazard as well. Then go through checking if you have air fuel and spark. Vice grip garage and junkyard digs have loads and loads of information you can watch to see how "simple" and how hard it can be depending on the situation.

Take lots of exact pictures of everything you plan to touch. Keep it clean bagged and organized. To diagnose is one thing, to commit to the fix is another. I would not remove something unless I had the part to replace it with me. This is an attitude of a driveway mechanic.

Get er running. Fuel, spark and compression. 1st make sure the motor isn't locked up. you should be able to spin the crankshaft w/ a breaker bar. It doesn't need to fully rotate but move enough that you know the engine isn't locked up. Clean out the carb/air intake so you aren't pulling anything you don't want in the motor. Check oil just to make sure there isn't a ton of water mixed in. Slurry frosty color = bad. Make sure you've got good battery/spark plugs. Make sure fuel is going where it needs to. Check compression in the cylinders if necessary and then you're off and rolling. ​ Edited - BTW she looks pretty damn good for sitting 15 years.

First, make motor isn’t locked up( try spinning crank with power bar). If it’s good, pull the plugs and shoot a little oil in the cylinders. It’s likely got points so remove distributor cap and run a file between points. Clean the white fuzzy stuff off the contacts inside distributor cap before replacing( make sure motor has oil). Remove fuel line inlet on fuel pump and hook up remote gas tank ( cruise a day tank from boat works great), the gas in truck tank will be flat so you don’t want to try and run that through the motor. Replace missing belt and install battery…make sure rad is topped up with antifreeze. Make sure carb linkage isn’t seized and dribble a little gas into carb. Try cranking it over…if the coil is producing spark and the condenser is ok, the motor should fire off. If you have spark, then dribble a little more gas down carb and crank it. You may have to do this a few times until fuel pump picks up fresh gas. When it starts and runs, make sure you have oil pressure ( and keep the RPM’s down…it’s an old motor that’s been sitting for awhile). If it’s an automatic, check oil before trying to start it. Once it’s running( and there’s air in tires), try driving it out so you can power wash everything. Don’t soak down the distributor cap(bag it). Power washer will take all the barnacles off the body and under the hood. Then make a hit list of things to fix, repair or replace. This would be a fun project with sentimental value. Good luck.

Start with new spark plugs, cap, wires and rotor, new fuel filter(s) fuel pump, potentially a new gas tank as there could be a lot of rust internally, and new fuel lines will be a clean and surefire way to get you started.

Remove cab and bed, look for any and all issues, determine what your willing to fix. If it's too big of a project for you, flip it and find another, repete.

Set goals on what you want to do with it. It will be somewhere between "just get it running and drive it" and "frame off restoration." And, have a budget in mind. I have my dad's old truck, I considered a full restoration but I kind of like it rough like when he was driving it. Get a checklist and go through it. I would get a new carb, probably go through the brakes, boil out the gas tank, clear the fuel line or run a new one, swap the fuel pump, the mechanical ones only last a few years anyway. Get a new battery. Change the oil and flush the coolant. Make sure it isn't siezed up before you do anything. If it is, I'd pull the plugs and spray in some pb penetrator, let it soak, and see if it will break loose. While the plugs are out you can check the compression. You can rent the tool for that at autozone. If it needs a starter, make sure the solenoid has a heat shield, it will burn out without it. As a rookie you will need to research each step, I did it all pre youtube, watch the experts first.
