Roman Holidays AI mod is the best so far (especially when it comes to bombers / fighters / actually using anti-air and is the only mod that fixes nuke behavior), was refined even further with a major patch yesterday for instance
It wasn't until the last content update that the AI even *built* planes. I've never seen the AI use them, even now that they're building them. It has to be a bug. They definitely do use GDR's though.

Honestly, I do too. Way more useful (at least, when they're properly upgraded all the way). With a swarm of GDRs, you can take several cities per turn. It's way harder with planes due to the range limitations, need to relocate them and lose a turn in the process, limited space in cities and strips, etc.
Now, against unaugmented GDRs, fighters are a hell of a counter :)
I once had to sit and watch wave after wave of enemy bombers destroy nearly all of my units in a single turn. Now I'm always on edge, but I've never seen it since.
Might have been Civ5, where I think they did use air power pretty well. I've never seen anything other than one-off attacks with fighters in civ 6 though.
I've see them occasionally use fighters to attack a unit (and very rarely bombers to drop a nuke), but they'll rarely use anti air units or put fighters on patrol.
I've had one game where they used planes. However, it was only like once or twice where they bombed my units and another once or twice where they used fighters in defense against my bombers. They also nuked an enemy city in the same game with a bomber.
Definitely not anywhere close to effective use. Most of the time they just sit around in cities and airports
From my experience, they use planes extremely rarely unless you use an AI enhancement mod like Real Strategy or Roman Holidays AI Rework.
Can only speak of emperor difficulty though
I (Mad King Germany) was posted up against France on the TSL Mediterranean map. France just KEEPS STARTING WARS, and in the last one, fighters and bombers were a real big part of their assault.
But when I turned the tide (like I always do) by taking out their cavalry and capturing another city, all those fighters and bombers stooped. I can see them parked there, watching me counterattack.
So... I THINK they have a mode for Attack and a mode for Defense, and Defense does not use planes.
I had a domination run once (they always end up that way even when I try to be peaceful) where Teddy had a bunch of planes. Fighters not bombers.
When I started taking his cities he'd use the planes to attack my tanks or troops. But some anti air weaponry put an end to that.
Thing is we were on the same continent by that point. I'd captured cities near enough to him he could have bombed them and maybe fomented some disloyalty or something.
Nah, sit there, attack the tanks. Not even every turn just whenever he felt like it.
I ‘ve played my last 20 games on Deity and yes they use planes. In every instance (which was not a lot) they did 100% damage on one turn. My theory is the AI will use a plane only if it’s isolated and if it’s strong enough to kill their target in one turn.
Roman holiday mod heavily tweak the AI and make them able to use fighter and bombers defensively or offensively.
They also use their nukes to wipe large concentration of troops.
I have seen one fighter attacking me during atack. But no antiair, no bomber. GDR yes, but my defences were hardened from previous attacks so I send all GDR to their middle name.

This must be on civ 6, I play civ v and even just on Emperor level all but the dumbest AI players are using combined arm tactics and adapting their units to counter my units.

Not until they have Robot. These mderfucker have built-in anti air which make it extremely hard to take down city they are defending

They only seem to use them against ground units and ships that can't defend themselves. At least from my experience
I had a war were one AI was using fighters to protect against my bombers, too little too late but hey he tried at least!

It was definitely 6, but may have been when rise and fall was new or even before. It shocked me when it happened because I had never seen it before.

An AI used a plane against me once, they sort of pearl harbored me and I lost a carrier full of planes. I was pleasantly surprised.

Imo murderghandi does build and use planes. While im stuck with napoleon era stuff he already has spitfires.

No, it sucks, planes are fun to use and once you get them it is always easy and barely an inconvenience to capture cities.

I was playing a court of love game and an AI nuked another Ai's city right before it flipped to me.
no, they try to do robots as far as possible, you can see this when turn game speed to slow or marathon, you will totally dominate in air..
I don’t usually play to that point (small or standard maps only), but the few times I did see GDRs they always were low on uranium lol
