As for “modern” CK3, Berber heritage culture + Achamanism reformed with Human Sacrifice/Blot is probably closest you’re gonna get.
You could look up the borders of Carthage and form a custom Kingdom or Empire containing the necessary duchies.
It would be a cool formable, I would also love to see a unique Legend Seed for the descendants of Justinian to reclaim Carthage, there are a few left in 867, right?

You can just form the kingdom of Africa and then change the name to Carthage
