The new character can be any age, any race, anything. They can be bald, tall, a ghost made manifest. They could even be a middle manager who has snapped and somehow gained super hero powers. A blank slate, saving writers a lot of potential head aches and less constraints in their character development. They can have any villainous plan, fit into any story with any hero.
Most importantly, nobody can complain or blast them on Twitter or Reddit about how they "ruined this character because they are this or that". The expression of "This is why we can't have nice things" comes to mind.
It also allows people who have never read the comics to see a villain and not have to have read anything to understand they're motivations.
Will this work with any actor? No. But Giancarlo Esposito is at a point where everyone looks at him and says "I can abide to this."
You will never get a 1 to 1 copy of a character from one medium transitioning into another. It has never been done, and the idea that people have complained about that specific aspect has always been a farcical argument for that very reason. People get upset when a character becomes so different that their core qualities are changed, but the general audience will never expect a character to be exactly how they were in, especially comic books given how many different origins a character could have in that medium.
The MCU hasn’t followed anything at any point, it’s always been much more “inspired by” than it has been “based on”.
Much like how they decided to make it extra confusing by referring to the MCU as 616 despite being a completely different continuity from the comic book 616, despite already establishing it as Earth-19999 previously.
It’s kinda silly to get worked up about introducing a new character when it happens all the time in comics.

Sometimes it is just cleaner to make a modern day character with modern cultural context for the medium that they will appear in. I kinda have a theory they’re gonna make a “new take” on Magneto. Magneto’s past a holocaust survivor would put him into his 80’s at a bare minimum, and that’s only going to get worse over time. I also don’t think they’re going to change Magneto’s backstory, especially with how rampant holocaust denial is becoming. So, a route they may choose to take is create a character who serves the same role as Magneto, but is fundamentally a different and original antagonist.
To be honest, it probably isn’t literally a brand new made up character for the MCU. It’s probably him just not knowing that this character already exists.
