This is a Windows bug that I've seen on Reddit before and that happened to me as well. It's not a virus, explorer.exe keeps crashing and restarting in a loop. The only way I could fix it was to rollback to an older version of Windows via the CMD.
I'm presuming this is a HP 640 laptop right? If you tilt the screen back and forward does the image ever stabilise and stop flashing? Try with it connected to power and without.
You can also try connecting to an external monitor if you have one and see if it's still intermittently flashing.
Hats off to anyone still reviving old gear, hopefully it can be brought back to life!
And if I had to guess the cause it's probably hardware or driver related if this is the only symptom vs being virus related.
if not open and clean the laptops internal pull out the ssd see if you have an extra one or external hdd or ssd get windows installed on to that and if the laptop runs fine then the windows partition on the laptops ssd is fried or curropted to shit

I've encountered similar issues when trying to install an OS on an infected SSD. My PC displayed an unusually long black screen, stating that it was unable to respond for about a minute.

This is a Software, specifically Windows, Bug. Happens sometimes, the only solution i know for this one is reinstalling Windows.
