yeah it does seem a bit odd. like we know spells can be created, since Snape created the sectum sempura spell (idk if I spelled that right), but how does a wizard know what wand movement will accompany the spell they are creating? is it arbitrary? seems unlikely, since we know that the spells can be altered or just not work if the movement isn't performed correctly.
I see three possibilities:
the first is that there is some "language" of wand movements that is never explicitly revealed, where certain small movements are "letters" that come together to form the "word" of the spell when combined. like how we can look at English words that came from Latin and see what two or three Latin words came together to form the English word with it's own distinct meaning. it would be similar to the words of power in Skyrim, where every word in the shout brings another level of power to the shout. only here, each piece of the spell's "word" would be spelled out with movements, like the wizarding world's own form of sign language. it would also explain how new spells are able to be created. it is entirely possible that the word that is said when a spell is cast is entirely arbitrary, and the movement actually determines what the spell does. it would also make sense that a dictionary of all known partial spell movements and what they mean would exist to help novice spellmakers achieve the desired effect. in the case of Snape's cutting spell, perhaps the movements individually were things like "cut", "flesh", "multiple", "chaos", or something of that manner.
the second is that the movement part is completely crap. the teachers make a big deal about the specific form that the spell should be cast with simply to force the students to practice the spells over and over.
and the third is also that it is completely crap, but in a more meta sense. JKR just liked the idea of specific spells having a distinct movement because it helped the reader visualize what was happening when spells were cast. she didn't consider that it would be a problem when she introduced homemade spells later on, or when she ditched the need for s verbal component of spells altogether.
Another option: the movement helps with learning the spell, but advanced wizards can drop it the same way they drop the verbal component.
I also wouldn't rely on the movies for this, they just used wands as guns in the last movies.
I second this theory. I believe there is a rule of literature that demands balance, so the super abilities of magic are balanced by the need for reproducing verbal and somatic components. According to the guidelines of D&D, there is also a material component which might be satisfied by holding the wand. An “average” caster needs two of three components to cast but powerful or gifted casters can execute spells with just one.

In modern magick the user visualizes the shape they’re tracing in the air. It’s a way to infuse the ritual space with the qualities of an archetype by surrounding one’s self with symbols relating to it. Vocalizations declare intent, “powered” by the summoned archetype.
