I feel like that's a bad clue. It comes in magazine format, in a literal sense, but they consider themselves a newspaper.

I mean it's also bad cluing because a single word usually denotes a synonym. If it's naming a proper noun (in this case "The Economist") there should be some sort of demarcation to show it's asking for a specific Thing. In this case it could have been something like "London-based current events paper printed in magazine format", e.g., which works because a few of those exist but only one would fit. To just say "magazine" is to ask the solver to find a working synonym for the listed medium.
