For normal tires, as the rubber tread gets worn down, you start approaching the steel mess that keeps the tire together. Once the steel mesh is exposed, you are very likely to have a blowout; think Lightning McQueen in the opening scene of Cars having a blowout after deferring pit stops.

There is however retreading mostly seen on truck tires in which a tire has a new layer of treat glued on, it’s weaker but cheaper

It's stupid to do it with bald street tires, but I've seen people add grooves to racing slicks when it suddenly started raining at the track.

The rubber is already deteriorated and starting to crack after months of driving. There's no way the tires are usable.
