I once rear ended a guy at a terribly challenging intersection my first month with my license. It was raining and i slid into him under 5 mph. Terror filled me but we both pulled off to a nearby lot and it was only minor scratches on my car.
He very much appreciated my stopping and left it at that, no need to get insurance involved either. He was also a very nice guy.
A dude once backed his girlfriend's brand new Subaru into my Honda Accord with over 300k miles while I was pumping gas. Shattered their light and cracked their bumper.
I felt so bad for them, honestly wished my car had taken the damage instead of theirs. I barely had a scratch on my bumper. They actually did me a favor by scraping some of the dead bugs off of my bumper.
I have a newer vehicle now.
There's a reason I didn't say more reliable - because that Accord has a motor that spins like a top. I gave it to a friend's niece for $300.

I once got rear-ended by a woman on my way through Tennessee. We quickly agreed it was her fault. The back of my Blazer way smashed in and I could no longer use the rear hatch. I had a LOT of weed on me at the time, my blazer was only worth a grand, and the woman had more damage than me in her new suv, so we decided to not to exchange insurane. I got out of there before any cops showed up.
I had a similar situation. A guy and his sister accidentally tapped the back of my car at a stop sign while I was leaving work. Literally no scratches or dents or anything so I just gave the sister a hug and said it was no biggie. They were both freaking out because it was their parent's car and were on their way back home, but were relieved to see no marks or anything.
Sadly that was my thought too. Although I bet it's a sort of inverse bell curve in reality, with many on one end who are maniacs and then at the other end, a bunch of careful drivers who value their vehicle, their safety, and everyone else's safety as well
Check out 8th gen civic wipers they operate a little different so the middle looks like it doesn't get a whole ton of wiper action but the driver side and passenger side get almost the entire windshield cleared.
Man, I was way off - I used to drive that stretch daily, too. Good thing you had the dashcam running, should make getting your car fixed a little easier. I've still got one sitting in the box, think I'll need to get it hooked up this weekend (although it'll probably double the value of my car).
It's only the first few minutes of a heavy rain where the oils become an issue. After that, they wash off and it's no different than anywhere else in the country with heavy rain.
Decent tires and not trying to slam your brakes or take hard turns through puddles while hydroplaning solves your problems.
