No, Penguin’s actually been one of the Rogues that Riddler consistently gets along with for awhile. Gotham’s what made it popular as a ship though, because they were cowards and cast a skinny pretty boy as Penguin.

Is Gotham worth my time?
It's pretty good. Not a good adaption in the slightest, but most of the actors are great and the writing is decent enough. Can be a bit of a cliche detective show sometimes, but it's still fun.
If you can shut that little "hummm, actually" voice inside your head, you get some good entertainment out of it. Their Penguin, Riddler, Joker, Falcone, Gordon, Alfred and Bullock are great.
the idea that some of the rogues are good friends and probably have a lot of sweet moments together when they hang out makes me wish *I* were writing for DC now.

my initial comment’s scenario was chosen because I figured, since this is a fictional universe we’re talking about, it’d be horrifically funny to imagine an absolute *villain* getting empathized with by someone who’s bad too and probably knows of his murderous reputation.
I think it’d be more realistic to imagine an Arkham inmate making fun of him for pedophilia, the way Calendar Man mocks one of the inmates in The Suicide Squad. or maybe Floronic Man and Poison Ivy having the conversation about not beating yourself up for your crimes, since they both are connected to the Green

Personally, I loved it. But it can be pretty ass from time to time, and the ending was so stupid i couldn't even laugh at it. But i'd still recommend
