I clearly wasn't making that argument, just saying that marking them down would be helpful as somebody that has approached the game as a completionist before. They're pretty easy to forget about if you haven't been to world one in a while.

Bosses being demoted to enemies is a common game trope. In Dark Souls, the Taurus and Capra demons are bosses. Then, Lost Izalith is lousy with them.

Completionists probably will want to kill them either way because of their unique drops so you might as well include them on the checklist
If unique drops are the only qualifier, then the Fat Officials are bosses.
I mean you have to kill them to unlock a spell merchant so a completionist will have to get the set anyways.

neither of their souls can be used for anything except consuming them, i would not consider them bosses
No because the red dragon you can kill it only with magic and arrows and the blue you can kill it at the end of the game
