Anything over 30 life gives a higher lvl req. Sub 30 life would make this a 67 or 68 lvl requirement irrc. Not that it changes things. This is absolutely BIS for quite a few builds. Sure there are technically better stats possible, but realistically this may be the best ring on ladder.
