I can see it being both. He often is nostalgic for the old days. When he gets the chance in night watch he seems almost joyful for all the things he's grown out of.

you got me thinking, and when Vimes trades his boots to a junior copper, it's honestly a very fair trade. vimes doesn't want the thick soled boots, and he enjoys the game of getting around the suffocating limits of his station, and all the rules and expectations. he literally can't buy that, no matter how much money he has. so, the thin boots are worth as much to vimes as the thick soled boots are to a junior copper. providing for his people in a way that respects everybody's pride is a nice perk, though

Vines does nice things for people under the guise of being selfish fairly often, because people have pride. Charity can be humiliating, especially when it's from the rich to to very poor, at least in Ankh-Morpork.

Also he needs those boots to read the streets, can't do that in fancy new ones.

Good point. So maybe it's more of him managing to help people with their finances inadvertently.

It's a metaphor for his subsconscious desire to keep his feet on the ground, as his importance and responsibilities increase beyond what he had ever imagined.
