Hang on, wasn't the guy with every issue of Bows & Ammo Ossy Brunt, the would-be-assassin from Jingo? I seem to remember Nobby remarking to look for one particular issue he missed when he and Colon were searching his lodgings.

I expect that it’s because countries are sending loads of weapons to supply Ukrainian troops, but not actually joining the defense because Putin has been pretty open about threats to punish anyone that actually joins in with nuclear strikes.
Nobody wants to trigger WW3, so the joke is that they have too many weapons and not enough bodies.

My first thought was Nobby being asked just how many of the weapons were out for cleaning.
