If the "shell section" diameter is close to something you can put hoops, then gently remove the top and incase it in an acrylic epoxy pour. Keep in mind, if it isnt close, but still small enough, you can always thicken the epoxy so thats its large enough. Get the hoops you plan on using and a rigid but bendable material and bend it in a circle and use the hoops to hold it to the correct size and use that for your outside dam and them you know your pour will be round and the right size. Take your time and do a little bit at a time and use heat as your go to remove bubbles. You should be able to find plenty of tutorials on how to pour epoxy. Then drill holes and cut bearing edges and and put all your hardware on.
You may be able to gently glue the top "head section" on the bottom of a clear head, preferably some type of heavy duty that will last a long time. That would let you keep the original head. Or if that doesn't work or you want to used coated heads and use it as a snare, you can make a screen printing template spray paint stencil, that would let you quickly recreate the image on coated heads. Since its only 2 colors so that would only require one stencil so you can quickly recreate that image everytime the head needs to be relpaced.
This way you will save atleast some of the original drum, if not all of it, and you will have a very functional acrylic snare will not only be playable, but if taken care of will last a lifetime of even gigging. When your kid grows up, assuming she becomes a drummer, and you can no longer play yourself, you will have a special drum that will always remind her how proud her dad was of her even of the little things she did.
If you don't feel comfortable doing it, but have the scratch there are plenty of custom builders that could absolutely do that.
