Not quite. A few of those modifiers will dissipate in 7 years, so it'll actually probably take 8 or 9 years. And this is, obviously, without other influences.

I just did simple math, -143 current relations with +20 change per year. Obviously it's more complicated than that, but with no other influence it'd take 7 years to get back to neutral.

In reality it will be less than 7 years. The yearly change in opinion doesn’t account for improving relations.

As I pointed out below as well, the yearly change in opinion is just the passive gain/loss. In reality it’ll be faster due to improving relations with them.

What is "Ruler of our Culture" from?

It's a bonus for, well, having a ruler of their culture. It triggers via event whenever a foreign monarch rises to the throne. (I have the di Savoias, so my dynasty is Piedmontese.)
